There can be several reasons for a PNG to end up blurry when resized for artistpages and libraries:
1. It needs to be optimized to get sharp at Last.fm. To optimize you could either download PngOptimizer or use the online version.
2. The image might be too tall (>1:1.5 is too tall). Recrop the image - the more square the image is, the easier to get it sharp.
3. The image isn't saved in RGB-mode (probably because it's in black and white). The PngOptimizer won't remove the alpha channel if the image isn't in RGB-mode. Open up the image in GIMP or PS to switch to RGB-mode.
